What is a Great Seal Certification?

If a country is not part of the Hague Convention, any document destined for that country will receive a Great Seal from the Virginia Secretary of the Commonwealth instead of an Apostille certification.

Note that birth, death and marriage certificates along with FBI background checks cannot be notarized.

Note that the Virginia Secretary of the Commonwealth and the US Department of State do not accept remotely notarized documents for apostille or authentication, so First Light Notary will need to meet with you in person at a time that is convenient for you.
